Sub: Liberalized active Retirement Scheme for guaranteed Employement for safety staff (LARSGESS) – coverage of categories of GP 1900/- reg.
It has since been brought to the notice of NFIR that on South Central Railway, the Helpers in GP 1800 attached to ESM/MSM/TCM/WTM are permitted to retire under LARSGESS for appointment of their wards in their place. Whereas ESM/ MSM/TCM/WTM in GP 1900 are not covered by the scheme for the purpose of retirement and appointment of their wards. South Central Railway contends that vide annexure to Board’s letter dated 11th September, 2010 and 24/03/2014,the safety categories have been indicated and only those categories are covered under LARSGESS. This implies that while helper in GP 1800 attached to ESM/ MSM/TCM/WTM is covered by the LARSGESS, the ESM/ MSM/TCM/WTM in Gp 1900 is kept out of the LARSGESS. The S.C. Railway has been denying opportunity to these staff (GP 1900). This needs to be clarified as the view taken by S.C. Railway is totally incorrect.

The Helper in GP 1800 assisting loco fitter/C&W Fitter /Fitters in diesel sheds, Electric Sheds, Open line Workshops, EMU sheds, Train Lighting/AC Fitters Open line and workshops, are entitled to avail LARSGESS whereas the LOCO Fitters, C&W Fitters in Diesel sheds, Electric Sheds etc. under whom Helpers (GP 1800) have been working, are denied the benefits of the scheme similar to that of ESM etc. this aberration should be rectified.
3. It may be appreciated that the above categories’ staff are un happy over imprudent action of S.C. Railway. For proper examination and issuing immediate clarification to south central Railway, a copy of notification No.SCR/P-HYB/R&C/954/LARSGESS – 1900/2-2014 dated 28/07/2014 issued by DRM/SC, Hyderabad Division is enclosed together with its enclosures.
It is interesting to bring to Board’s notice that in the case of points man category, the points man in GP 1900 is permitted to avail LAESGESS. When this was pointed out and demanded similar eligibility to the categories of ESM/MSM/TCM/WTM etc., Railway Administration says that points man category has been mentioned in the annexure to Board’s letter whereas the categories of ESM/ MSM/TCM/WTM, Fitter/Technician etc have not been mentioned.
