Sub: Feedback of the 25th meeting of the SCOVA
The 25th meeting of the Standing Committee of Voluntary Agencies(SCOVA) was held today under the chairmanship of Shri Jitendra Singh, Hon’ble MoS(PP) in Vigyan Bhawan Annexe, New Delhi.
At the outset, Secretary Staff Side, NC/JCM, Com. Shiva Gopal Mishra, while thanking the Secretary DoP&T for calling the meeting of the SCOVA, though after a long time, mentioned that there is complete need of sensitization down the line so that pensioners should not feel harassed at the grassroots level.
He also expressed his anguish on the issue of selection of agenda items for SCOVA meeting where stakeholders have no role.
He advised the Secretary(Pension) that the items given by the members should not be dropped without consulting them or JCM Staff Side.
He also mentioned that it would have been better if Status Report of “Bhavishya” and “Sankalp” could have been given in the meeting.
He further mentioned that, there is one category of government employees, fully frustrated nowadays, they are, who have been covered under NPS. He demanded that the Government of India should review this scheme for the staff appointed on or after 01.01.2004 should be brought under Old Pension Scheme.
The Secretary Staff Side, NC/JCM raised the following issues:-
(i) Less payment of pension to pre-1996 and 2006 retirees.
(ii) Cashless treatment to CGHS beneficiaries by empanelled private hospitals.
(iii) Travel Concession to Railway Pensioners at par with Senior Citizen in Civil Side.
(iv) Provision of pension under CCS Pension Rule 1972 to the staff of Navodaya Vidyalaya Samiti.
(v) Finalization of Family Pension cases within a specified period.
Hon’ble MoS, while addressing the meeting said, “he will follow-up all the issues raised by the members and will try to ensure dignity of the pensioners”.
