Government have issued detailed guidelines on submission of PRAN applications (SI forms) in respect of employees covered under National Pension System and action to be taken in these forms vide Circulars cited above. As per the circular 2nd cited above, the State Nodal Officer is entrusted with forwarding of duly filled SI forms in the case of All India Service (AIS) officers recruited to Kerala cadre on or after 01.01.2004 after scrutiny and authorization by the Chief Secretary directly to NSDL-CRA Mumbai Office.
2. Now it has come to the notice of the Government that the above procedure is not convenient to officers working on deputation basis. National Securities Depository Limited has informed that the respective State/Central Government or State/Central Autonomous Body are required to forward the PRAN applications of AIS officials (along with a covering letter) now working under them directly to the Central Recordkeeping Agency (CRA), Mumbai for allotment of PRAN.
3. In view of the position stated above, Government are pleased to modify the Circular 2nd cited to the following extent,
(i) AIS officers who are currently working under Central Government/ Central autonomous bodies /other State Government (on inter cadre deputation) should submit their PRAN forms through respective State/Central Government or Central Autonomous Body to NSDL-CRA, Mumbai office
(ii) AIS officers who are currently deputed to NPS covered State PSUs/ Boards/ autonomous bodies should submit their PRAN forms through respective PSUs/ Boards/ autonomous bodies after scrutiny and authorization by the Chief Secretary to NSDL-CRA, Mumbai office
(iii) AIS officers who are currently employed on deputation basis to State PSUs/ Boards/ autonomous bodies which are not covered under NPS should take necessary steps to register their office with Central Recordkeeping Agency-NSDL following the procedures applicable to DDOs of State Government and thereafter to submit their PRAN forms through respective PSU/ Board/ autonomous body after scrutiny and authorization by the Chief Secretary to NSDL-CRA, Mumbai office
4. All AIS officers deputed to different establishments as mentioned above are directed to follow these instructions without fail.
