GOVT. APPROVES SCHEME OF COMPASSIONATE APPOINTMENT IN PSBs
OUR LONG PENDING DEMAND ULTIMATELY ACHIEVED

Our members are aware that scheme of Compassionate Appointment in Public Sector Banks was unilaterally withdrawn by IBA, misquoting a decision of the apex court, given in a case irrelevant to the compassionate appointment scheme in Banking Industry. The Officers’ Organisations and Award Staff Unions under the United Forum of Bank Unions have been demanding restoration of scheme of Compassionate Appointments as was available to Government employees. IBA had been expressing its inability to restore the same in the absence of approval from the Government and a scheme of ex-gratia in lieu of Compassionate Appointment was introduced in Public Sector Banks.
Though, the Officers’ Organisations and Award Staff Unions were not in favour of the scheme of compensation in lieu of Compassionate Appointments but accepted it under protest as some of the members were getting benefitted. After the second option of pension achieved during 9th Bipartite Settlement, the scheme of compensation in view of Compassionate Appointment has become virtually redundant because family income of all deceased pension optees exceeded 50% of last drawn pay of the deceased.

Therefore, the United Forum of Bank Unions once again strongly felt that in the changed scenario, there cannot be any alternative to Compassionate Appointment scheme and besides raising their demand with renewed vigour at various fora, included this in the ‘Charter of Demand’ submitted for 10th Bipartite Settlement. In the meeting of United Forum of Bank Unions held with IBA on 14th March, 2014, IBA in principle agreed to our demand of Compassionate Appointment scheme on the lines in vogue in the Government departments. The matter was discussed by the Managing Committee of IBA in its meeting held on 1st April, 2014, and it agreed to forward its recommendations to the Government for restoration of Compassionate Appointment Scheme on the lines at par with the Government departments in place of ex gratia payment.

 We are very happy to inform you that Government of India, Ministry of Finance, Department of Financial Services, has conveyed its approval on 7th August, 2014, on IBA’s proposal as follows:

1. To open the Compassionate Appointment in PSBs on the lines of Central Government,
2. Discontinuing the provision of ex-gratia in lieu of Compassionate Appointment in PSBs.

IBA has been asked by the Government to take appropriate action to circulate the scheme of Compassionate Appointments to all Public Sector Banks for adoption with the approval of their respective boards. The scheme shall be applicable from 5th August, 2014.

We convey our heartiest congratulations to the rank and file of the Confederation on this historic achievement of the long pending demand of ours, which will go a long way to mitigate the sufferings of the unfortunate families of the Officers / Employees who die in harness.
