Sub: Cadre restructuring of Group “C” staff

Ref: RallwayBoard’s letter No PC-III/2O123/CRC/4.dt 08.10.2013

    The SCRE Sangh desires to bring to your kind notice that serious difficulties are bing faced while processing for implementing cadre restructuring orders in view of non-availability of posts for providing matching surrender.
 The system is already suffering with heavy shortage of posts due to continuous reduction of posts in the past one decade.  Even the norms/yardsticks for creation of new posts for maintaining the newly created assets and manning the new services are not followed, consequently the quality of performance is adversely affected and staff are also heavily overburdened.

    The above problems were raised at Board Level and discussed with the Full Board by the Federations on 07.02.2014.  The Charman, Member (Staff) and Financial Commissioner, Railway Board have agreed to call CPOs/FA&CAOs to New Delhi and appropriately bref for implementing cadre restructuring without causing any problem.

    In this connection, it is also brought to your notice that the Railway Board have issued instructions to chief Commercial Managers that no posts should be surrendered in the categories of Ticket Checking Staff, Booking/reservation Clerks/Supervisos in connection with the implementation of cadre restructuring.

    In view of the above, the SCRE Sangh requests to take necessary steps to implement cadre restructuring order without insisting on matching surrender of posts to save the Railway.

SCRE Sangh desires to discuss with CPO and FA&CAO this issue on 24.03.2014.
