The General Council Meeting of All India Railwaymen's Federation held at Kota on 17th February, 2014 notes with concern that although there has been response from the Ministry of Railways and the Railway Board on the 36 point charter of demands adopted in the General Council Meeting of AIRF held at New Delhi on 13th September, 2013 but there is no response from the Government of India.
The General Council Meeting placed on record that there has been continuous efforts on the part of AIRF to have negotiated settlement on the problems of Railwaymen. There was massive demonstration before the parliament by All India Railwaymen's Federation on 28th March, 2012. Memorandum was submitted to the Prime Minister seeking his intervention to settle the pending demands. Since no response was forthcoming, the 88th Annual Convention of AIRF held at Visakhapatnam from 18-20 December, 2012 and 89th Annual Convention of AIRF held at Patna from 22- 24 November, 2013 reiterated the demands and urged upon the Government of India and the Ministry of Railways to settle the demands. As there was no progress the General Council Meeting of AIRF held at New Delhi on 13th September 2013 decided to conduct Strike Ballot. Strike Ballot was conducted throughout the country on 20-21 December, 2013. There was tremendoUs response from the Railwaymen. More than 8 Lakh Railwaymen had participated and percent of voting in favour of strike was more than 97 percent. This General Council meeting congratulates all Railwaymen for their massive participation in exercising their opinion in the matter of strike.
The Ministry of Railways and the Railway Board express their desire to settle the issues and there was negotiation with the Railway Board on 7th February, 2014 where certain issues were discussed. This General Council Meeting notes with serious anger that despite years of effort there is no response from the Government of India.
After taking all factors into consideration this General Council Meeting do not want to take precipitative action immediately and wanted to give time to the Government of India and the Ministry of Railways to arrive at a negotiated settlement on the 36 point charter of demands submitted by AIRF without further loss of time.
This General Council calls upon all Railwaymen to unite under the banner of All India Railwaymen's Federation, move from corner to corner, carry the message of impending struggle so that the rightful claims of Railwaymen could be achieved.
The General Council authorizes the Working Committee of AIRF, to be convened during first week of June, 2014 to take stock of the situation and to take appropriate action including fixation of date of Strike if, no settlement is arrived at on 36 point charter of demands during the intervening period.
