LTC facility to the employees- adoption of double standards by the BSNL Management

Vide the aforesaid orders, All India Leave Travel Concessions for BSNL employees are frozen for an indefinite period.

 Initially, LTC, was frozen for a period of two years, vide letter No. 1, under reference. Thus, it was implied in that letter that this decision would be reviewed on completion of two years. This review was due in September, 2013.
The Management ought to have done the review, by taking the union into confidence. But the same is not done. Further, in the discussion held between the Management and the Forum on 12.12.2011, under the Chairmanship of the Director (HR), the Management has agreed to review the freezing of LTC after two quarters. This review, as assured by the Management, should have been done, taking the unions into confidence, since it was bilateral decision. It is unfortunate that the Management did not honour it is commitment.

 The United Forum was to go on one day strike on 25.10.2013, demanding settlement of some burning issues. Restoration of LTC was one of the demands. In the talks held on 18.10.2013 the Management has disagreed to accept the demand in view of the strained financial position of the Company. In reality, the wrong policies of the government combined with the malfunctioning of the top management has debilitated the financial viability of the company due to which the employees should not be made to suffer.

 However, the question that is being asked by the employees now is that, when LTC is denied to one section of the employees on the plea that the Company is running into loss, then how is it possible for the Management to make available of the facility to another section of the employees? It is extremely disgusting to note that LTC is being denied to the absorbed employees of BSNL, the officers who have come on deputation to BSNL are made eligible to avail the facility. IIs it not sheer discrimination between the employees of the same organisation? The Management may argue that the officers on deputation are being provided with the facility as per govt. orders. In that case, the facility should also be made eligible to the absorbed employees of BSNL, so that no discrimination is there. The absorbed Non-Executives and the Executives of BSNL are extremely sore over the discrimination.

 Hence, we strongly feel that this discrimination would lead to labour unrest in BSNL, if it is not removed at the earliest. In view of the foregoing, II request that the BSNL Management should restore All India LTC to the employees by withdrawing the letter dated 6th May, 2013.
